Afghanistan faces enormous and longstanding challenges including geographical disadvantages, damage to infrastructure and administrative capacity after prolonged internal conflict, and ethnic tensions. In recent years, security has deteriorated, political uncertainty has increased, and corruption and rent seeking have worsened.1 The informal economy, including opium production and trade, hampers governance and economic management.
