REPORT OF THE COMMITTEE ON LEGISLATION The Committee on Legislation as such has not been particularly active during the past year. This does not mean that there has not been done on behalf of the Association a good deal of work which may be classed as legislative in character. Mott of the work, however, of this nature has been attended to by your General Counsel, Mr. Reed, who is submitting a detailed report to you. A number of questions which have involved the making of laws or the interpretation of laws have received the attention of other committees, such as the Municipal Committee, the Committee on Taxation, the Committee on Public Service Corporations, etc. Some matters of this kind have also been handled by the Committee Counsel. The policy has been continued, where measures have been proposed in any State which affected our interests, of allowing the local dealers in the State to handle the situation and of only making such suggestions or of giving such help in a general way as might seem advisable in each case. While a number of Federal laws of special interest to investment bankers have been at various times before Congress, we have appeared in Washington only in a few instances. Our General Counsel has had considerable correspondence with senators and congressmen regarding various bills. Opposition to certain provisions of the Interlocking Directorates Bill was presented, after consultation with the Chairman of the Legislative Committee, by Mr. Chamberlain of the Publicity Committee, who appeared before the Judiciary Committee of the House.
