And this Right refults from the Effects of that Goodneis, and Power, and Kifdom' whereby all things are and were made; from whence there doth accrew to God a Soveraign Right and Title to all his Creatures, and a full and abiblute Au-thority over them; that is, iuch a Right and Authority which doth not depend tipon any Superior, nor is fubjeu and ac-P countable 2io Of the Dominion and. --a countable to any for any thing that he Vol. VI. jogg t0 any 0f his Creatures. And this is that which is call'd fummum imferium becauie there is no power above it to check or control it, and therefore there can be none greater than this. And it is abfolute, beca ufe all the Creatures have what they have from God, and all depend upon his Goodnefs, and therefore-they owe all polfible Duty and perpetual Subjection ib long as they continue in Being, becauie it is iolely by his Ptiwer and Goodness, that they continue; and therefore whatever Right or Title any one can pretend to 'any Perfon or Thing, that God hath to all things; in Deo omnes tituli omnia juraconcurran So tha t Soveraigntj and Dominion, lignifies a full Right and Title and propriety in all his Creatures, and an'abiblute Authority over them, to overti them and difpofe of them, and deal with them in any way he pleaieth, that is not contrary to his eiTential Dignity arid Per; fe&ion, or repugnant to the Natural State and Condition of the Creature.
