Tomas Alvarez, a businessman, and Enrique Tuon, a journalist, both Spaniards and residents of Havana, face the challenge of writing a draft for a democratic constitution for Cuba, commissioned by the Cuban government. They fall into dangerous and conflictive situations involving factions of the government that want change and others that do not. The story involves the romantic entanglements of Tomas Alvarez with Yamila, a dancer and conga player, and Enrique Tuon with Daylin, a waitress and dissident. The harassment of both becomes relentless when Captain Donis Quintana and Sargent Valdivia attempt to retrace their steps to see if they are involved with internal dissent. The investigation becomes extensive for the dissidents Lazaro Mora, Eddy Montero, and Joel Medina, a surgeon and activist cabdrivers who assist them to escape the adversities with the passive intervention of the Spanish ambassador and the Archbishop of Havana.
