The National Congress of Australia's First Peoples is the peak representative body for Indigenous Australians. Formally established on 3 May 2010, it replaced the 2004 to 2008 National Indigenous Council, which had replaced the Aboriginal and Torres Strait Islander Commission (ATSIC) that had been established in 1990. The formation of the Congress was announced on 22 November 2009. Its co-chairs are Kerry Arabena and Sam Jeffries. One critic of the Congress, founding director of ATSIC Lowitja O'Donoghue has argued that the funds spent on the Congress should have been directed to ATSIC's reform instead of its dismantlement.
