The population was 4,126 at the 2000 census. It was named for famed American Civil War officer John Pelham.There were 1,467 households out of which 33.9% had children under the age of 18 living with them, 35.2% were married couples living together, 28.4% had a female householder with no husband present, and 31.9% were non-families. 28.8% of all households were made up of individuals and 14.7% had someone living alone who was 65 years of age or older. The average household size was 2.60 and the average family size was 3.21.
