Ralph Joseph Mills, Jr. was born in Chicago, Illinois on December 16, 1931. His father was Ralph J. Mills, President of the Mills Novelty Company in Chicago (inventors and makers of vending, gaming and slot machines, one of the largest in the country) and his mother was Eileen McGuire, whose family owned Beloit Dairy in Chicago. He and his sister Anne Mills Canter grew up in Chicago and Lake Forest.
