(S-1 was the "Holland-type" prototype and S-3 the "Government-type.") Her keel was laid down on 30 July 1917 by the Lake Torpedo Boat Company in Bridgeport, Connecticut. She was launched on 15 February 1919 sponsored by Mrs. Philip B. Brill, and commissioned on 25 May 1920, Lieutenant Commander William M. Quigley in command.
