It runs Auckland's urban passenger trains under contract from the Auckland Regional Transport Authority (ARTA) under their MAXX brand, on infrastructure owned and managed by ONTRACK. ARTA receives funding to subsidise these services from the New Zealand Transport Agency, which receives funding from road user taxes and Crown appropriations, and from the Auckland Regional Council through rates.
