Vladimir Iosifovich Gurko (1862-1927) was a Russian government official and right-wing politician. Son of the Iosif Gurko. Brother of the general Vasily Gurko. Graduate of Moscow University. Worked in the State Chancellery, in the Ministry of Interiour. Since 1906, Assistant minister of Interiour, worked with ministers Pyotr Durnovo and Pyotr Stolypin. In 1909 elected member of Tver zemstvo assembly. Campained for the position of Tver Marshal of Nobility, but lost elections. In 1912 Gurko was elected Member of State Council by the Tver zemstvo, joined it's right-wing group.
