This book provides a basis for comparative evaluation of Romania's military reform efforts, especially in comparison with the new NATO alliance members, and highlights the progress made since the first round of NATO enlargements took place in 1997. Among the issues discussed are defense planning, civilian defense management, force planning and restructuring, budgetary resources, constitutional and legal problems associated with reform, national security and defense strategies, and actual interoperable military contributions and performance in addressing the terrorist threat, especially in light of the events of September 11.
