Until a board shall be constituted under the foregoing provisions the Governor-in-Council shall for every incorporated town appoint two suitable persons, who, together with the persons already appointed or to be appointed as school committee in such towns, shall constitute a board of school commissioners for the town, and shall have all the powers of such commissioners, and exercise all such duties as defined in this section, with the exception of providing and disbursing the moneys required for the management of the schools. Section 261 of the Towns' Incorporation Act is as follows: --The council, before applying to the Legislature for authority to make an extraordinary expenditure or granting exemption from municipal taxes to any corporation, firm or person, shall convene a public meeting of the rate-payers of the town, to which such proposed expenditure or exemption shall be submitted, and the same shall be approved by a majority of such meeting. Said meeting shall be called by public notice stating the object of the meeting, conspicuously posted in the town, and inserted in one or more newspapers, if any, in the town, for ten days prior to such meeting. COMMENTS AND REGULATIONS OF THE COUNCIL OF PUBLIC INSTRUCTION. COMMISSIONERS OF SCHOOLS. Comments. 1. The provisions of the Act touching the classification of pupils, the employing of assistant teachers, and the grading of schools, render it necessary to retain sections of good size.
