Whereas by an act passed by this assembly in the thirty-first year of His Majesty's reign, entitled "An act for regulating the Lire of carriages to be employed in His Majesty's service," it was amongst other things enacted that to prevent exorbitant demands for the hire of horses and wagons to be employed in His Majesty's service, every owner or owners of every carriage and four horses with a driver employed in the present expedition against His Majesty's enemies to the westward of this province should be paid by the officer demanding the same the sum of fifteen shillings per diait for every day he should be so employed until he should return to his habitation, and the driver and horses should be maintained and supported at the charge of the Crown: But forasmuch as the difficulties which have arisen in procuring a sufficient quantity of oats, straw, hay and other provision for the horses belonging to such carts and wagons as have been hitherto employed in the said expedition beyond the inhabited parts of this province have rendered many of the horses employed therein unable to perform the service, by which and other means the army on our western frontiers under the command of General Forbes appears to be in want of a further supply of provisions to be transported from the interior parts of this province to Kaystown, for remedying whereof and for the more effectual and speedy procuring a sufficient number of carriages for the transporting thereof: [Section I.] Be it enacted by the Honorable William Denny, Esquire, Lieutenant-Governor under the Honorable Thomas Penn and Richard Penn, Esquires, true and absolute Proprietaries of the ...
