As a consequence of this Act most of the counties in the State do not attempt to work whites unless they have enough to form a separate gang of them. The long term men are sent to the Penitentiary and those sentenced for less than six months are left in the county jail. The second objection to this camp is the unsatisfactory method of disposing of the sewage. The foreman should have a large pit dug and require all of the refuse of the camp thrown into it each morning and then covered with at least three inches of dirt. The Clarendon County Chain Gang Report. Made May 5, 1920. The Clarendon County chain gang shows marked improvement under Foreman Fleming. He is building a semi-permanent camp near Manning and has already completed the shelter for the trucks and has planted a garden to be used for the benefit of the guards and prisoners. Mr. Fleming is to be congratulatel on the sanitary conditions prevailing in his camp; the sewage disposal is far above the average and the stables are sprayed with disinfectant every other day. In addition the foreman seems to be thoroughly interested in the welfare of his men and to be willing to do whatever he can for their comfort. Some of the needs of this camp are: Repairing of the cage and the removal of the trash now accumulated in it; a fly or second covering for the sleeping tents; screening of the kitchen; and the reduction of one-tenth of the sentence for good behavior as is required by law rather than the one-twelfth now deducted.
