The greater part of the following pages were written with a view to their being published in the Nineteenth Century for February as a sequel to an article I had contributed to that Review for the preceding month, but it was found to be impossible that they could be published in that manner, as what I had written with regard to the commercial policy adopted by the British Colonies far exceeded the length to which articles in the Review are necessarily restricted. Believing, however, as I do, that the policy adopted by these Colonies has been highly injurious to themselves as well as to the whole British Empire, and that its essentially erroneous character has not as yet been adequately exposed, I have determined to correct and expand what I had intended for the Review and publish it as a pamphlet. I do not forget that pamphlets but rarely have much effect on public opinion, but in this case the faults and the evil effects of the commercial policy which has been pursued appear to me to be so clear, and the advantages that would result from abandoning it to be so certain, that I am induced to do what little I can to call public attention to a subject I regard as one of high importance which has not yet received as much consideration as it deserves. It is of special importance at the present time from its direct bearing on the question the Imperial and Colonial Governments have now to deal with as to the action it would be most expedient for them to take with regard to the recent adoption of the McKinley tariff by the United States.
