The committee met, pursuant to call at 10.30 o'clock a. m., in room 326 Senate Office Building, Senator Asle J. Gronna, presiding. Present: Senators Gronna (chairman), Norris, Wadsworth, jr., McNary, Capper, Keyes, Ransdell, Kendrick, and Harrison. Present also: Hon. John W. Summers, Member of Congress from Washington. The committee thereupon proceeded to consider the bill (S. 3844) to provide for discontinuing the purchase and sale of grain by the Government, and for other purposes, which is here printed in full, as follows: Be it enacted, etc.. That the act entitled "An act to enable the President to carryout the price guaranties made to producers of wheat of the crops of 1918 and 1919 ana to protect the United States against undue enhancement of its liabilities thereunder," approved March 4, 1919. is hereby repealed, in so far as the same applies to wheat and wheat products, and the power and authority respecting the guaranty of the price and the licensing, purchase, and sale of wheat conferred on the President, or any other agency of the Government, by the act entitled "An act to provide further for the national security and defense by encouraging the production, conserving the supply . and controlling the distribution of food products and fuel," approved August 10, 1917, is hereby terminated, such repeal and termination of authority to take effect on the passage of this act, except that the power and authority conferred on the President, or on any other agency of the Government, by such acts shall continue in full force and effect for a period of 30 days after the passage of th...
