This Better Military Traffic Engineering pamphlet is intended for use by persons with responsibilities relating to traffic operations, roadway safety and/ or roadway design. This pamphlet addresses the traffic engineering areas of data collection and analysis, traffic operations, and transportation planning as they should be applied on military installations. The text emphasizes general principles of traffic engineering. Case studies and problem-solving techniques are used to illustrate the practical application of these principles as they relate to the unique conditions that exist on military installations. By nature, traffic engineering is very complex and is built on the experience of others. Therefore, many of the standards in this text have been taken from other publications and are referenced within the text. In addition, the authors wish to acknowledge major contributions from publications of the following organizations: the American Association of State Highway and Transportation Officials (AASHTO), the Institute of Transportation Engineers (ITE), and the Federal Highway Administration (FHWA).
