Not illustrated. 1895 Excerpt: ...section 67 of the act of August 28, 1894, which extend the privilege of fortification with grape brandy free of tax to wines deficient in sugar, have resulted in an increase of the work of the laboratory at Washington, samples of all such wines produced east of the Eocky Mountains being examined here. In pursuance of the provisions of paragraph 244 of the same act, the portable stills and apparatus used by this office for work in the field on fortified sweet wines have been furnished the customs officers of the principal Ports of Entry under the terms of Department Circular No. 47, prescribing this apparatus for determining the percentage of alcohol in imported wines, fruit juices, etc. The act approved March 2,1895, entitled, "An Act to regulate the sale of milk in the District of Columbia," etc., has relieved this laboratory as it transfers to the Health Officer of the District the duties heretofore imposed upon this office by the Act of October 12, 1888, in so far as relates to the sale of milk. The office of microscopist having been abolished during the past fiscal year, the entire work of the laboratory now devolves upon the Chemist. AMENDMENT OF EXISTING LAWS. I recommend that Congress be asked to amend existing internalrevenue laws in accordance with the following suggestions. In every instance the change desired will promote the efficiency of the service, afford better facilities for the protection of the interests of the Government, and enable this Bureau to meet the new business conditions which have arisen since the passage of the laws now in force. Amend Sections 52 and 55 of the Act of August 28,1894, by providing for an allowance for losses in transportation of spirits to a general bonded warehouse. Under existing statutes enacted pr...
