A new paragraph has been added authorizing the exchange of old vehicles in part payment for new vehicles. ERADICATION OF FOOT-AND-MOUTH AND OTHER CONTAGIOUS DISEASES OF Animals (page Si, line 8). There is no change in the amount carried by this paragraph. The language has been amended so as to make available during the fiscal year 1918 the unexpended balance of the appropriation of $-2.500,000 included in the appropriation act for the fiscal year 1916. DESIGNATION OF EMPLOYEES TO ADMINISTER OATHS (page 85, line 23). A new paragraph has been added authorizing the Secretary of Agriculture to designate officers, agents, and employees of the Department of Agriculture to administer oaths for use in the prosecution of cases arising under the laws intrusted to the department for administration. The purpose of this item is to decrease the cost of preparing cases for prosecution and to eliminate to a considerable extent the delay now experienced in getting them into court. ADDITIONAL COMPENSATION FOR EMPLOYEES RECEIVING $1,800 AND LESS (page 87. line 1). A new paragraph has been added providing, duringthe fiscal year 1918, increased compensation for employees of the Department of Agriculture, as follows: 1. Ten per cent for employees receiving salaries or wages at a rate per annum less than $1.200. 2.
