Studies of this operation and many others following practically the same sequence in operation eliminated many useless operations and handlings, not only in this department but many others, reducing manpower and enabling the forces to be used for other useful purposes. The writer's opinion, based on years of experience in shipbuilding, is that of the many efficient systems now in use for production, the study of useless handling and disposition of material offers managers and department heads a virgin field not only in man hour saving, but also in the expediting of increased production with reduced labor costs. # The Harvey Garden Bureau is supported by the several industries of Harvey and by the business men of the city. It has been in existence two years. The past year it carried a budget of $2,800.00. The membership consisted of 1,471 gardeners--some of whom had more than one garden. These gardens totaled 114 acres, which produced $35,000.00 worth of produce at a cost of $5,000.00. Through the canning activities, the members of the Bureau canned in the neighborhood of 140,000 jars of fruit, garden produce, jellies, preserves, etc., 14,000 of which were canned in the demonstration centers, the rest at the homes. In addition to home gardens, 450 vacant lots were allotted to members of the Bureau. Most of these lots were plowed and fertilized by the Bureau--the cost being prorated to the members securing the lots. In addition to the work by the Garden Bureau, very extensive garden work was promoted by the principals of the graded schools.
