In 1893 it was determined that a knowledge of Temperance and hygiene was absolutely necessary for admission to the High Schools and Collegiate Institutions of the province, so that a pupil who pursues his studies as far as the fifth form cannot fail to be reasonably wellacquainted with the conditions on which his own health and physical vigour depend, as well as with the dangerous tendency of stimulants and narcotics to produce weakness and disease. In Banff, a small town situated in one of the loveliest parts of the North-West Territories of the Dominion, I went into a public school and chanced to find lying on the table of the teacher the "Programme of Studies for the Schools of the North-West Territories," bearing the date July 1, 1895. It is the curriculum in force now, and gives a complete description of the ground the teacher has to cover, of the spirit in which he is to treat each subject, and of the aim by which he must be ruled in imparting knowledge. On page 15 the teacher is referred to the "Ontario Manual of Hygiene, or Ontario Public School Physiology and Temperance." After various advices as to the application of those lessons to the physical condition and habits of the children, there is the following statement for the guidance of the teacher. Stimulants And Narcotics, with special reference to the use of alcohol and tobacco. The great purpose is to build up in the mind a theory of self-control, and a willingness to abstain from acts that may grow into dangerous habits. The moral and social effects should be made prominent, and abstinence be inculcated from higher ends than such as concern only the body. Technicalities and persistent dwelling...
