Clause 25.--Payments subject to all deductions herein provided for, will be made at every fourteen days, or as nearly as may be, after measurement for progress payment shall have been made by the superintending officer, as the works proceed, and on the certificate in writing of that officer, at the rate of ninety per cent, on the value of the work actually done, and such value shall be estimated by the superintending officer according to the proportion and state of completion of each description of work, and if the Chief Engineer shall so think fit, but not otherwise, based upon the schedule rates for such work when completed, and of ninety per cent, on such materials on the ground as may have been approved by the Chief Engineer as fit and necessary for the work, and valued at such rates as may in the opinion of the Chief Engineer be fair and reasonable, and the balance, together with the amount deposited as cash security, in fourteen days, or as nearly as may be, after the Chief Engineer shall have certified under his hand to the Board that the works have been finally and satisfactorily completed, and that such balance, together with the cash security, is due to the contractor.
