Excerpt: ... OTHER COUNTRIES ABYSSINIA According to a communication from H.M. Consul-General at Adis Adaba, there is no such thing as letters patent for inventions in Abyssinia. Given money, time, and patience, it might, however, be possible to obtain from the Abyssinian Government a document having effect similar to letters patent. AFGHANISTAN There is no patent law in this country, and, at present, no prospect of the introduction of a patent law. AEGENTINE EEPUBLIC The grant of patents in the Argentine Republic is regulated by the Law of 11th October, 1864, the Rules of 9th November, 1866, and the Decree of 4th November, 1903. The subject of a patent may be any new discovery or invention in any branch of industry--more particularly a new industrial product, new means, or the new application of known means to obtain an industrial result or product. Excluded from patent protection are: --pharmaceutical compositions, financial schemes, discoveries or inventions which have already been published in the Argentine Republic or abroad, in book form or in periodical publications, or which have been used prior to the date of application for a patent; discoveries or inventions of a purely theoretical nature and of which the industrial application is not indicated; as also discoveries or inventions contrary to morality or to the laws of the Republic. The right to a patent belongs to the inventor, his executors, administrators or assigns; an application for a patent may be made in the name of an individual or of a firm or partnership or a corporate body, it being understood that the applicant derives his title from the inventor.
