"The membership of this Club shall be made up of persons interested in railway matters generally and shall consist of two classes, active and co-operative, and an applicant may be admitted to membership if application is approved by a majority of quorum vote of the Board of Directors, upon payment of annual dues."--ARTICLE III, Constitution of The Western Railway Club. "The dues of active members (those employed by Railways, Private Car lines, Railroad Commissions, professors, or students of engineering colleges) shall be $2.00 per annum, payable in advance. Members joining the Club and paying their dues before or not later than January 15th will be credited with membership from the previous June to the following June or twelve months. Those joining the Club after January 15th may, if they so elect, upon payment of $3.00 be credited with membership for the balance of the Club year and for the full year following.
