In 1822 the charities of Barnstaple were thoroughly investigated by Commissioners, and there is little now to be added to their exhaustive report, published in 1826--so far as the nature and scope of the charities are concerned. Prior to 1 826 charities were not infrequently lost, money intended for benevolent purposes finding its way into totally different channels. The reports prepared by the Commissioners, who devoted some years to obtaining accurate information as to the charities of the country, led to a salutary change. With the details of the various charities officially scheduled, it was practically impossible for a repetition of the scandals of the Eighteenth Century to take place, an additional safeguard being subsequently provided by an enactment insisting on the preparation and presentation of accounts at stated periods. On the whole, the administration of the Charity Commissioners has proved wholesome and beneficial. The control of the Municipal Charities of Barnstaple was transferred from the Corporation to specially-elected Trustees in May, 1837. The order under which the transfer was effected was as follows: --16th February, 1837. In the matter of the charitable estates and funds heretofore vested in the Mayor and Aldermen and capital burgesses of the borough of Barnstaple, in the county of Devon, as Trustees for charitable purposes. In pursuance of an Order made in this matter bearing date the 7th day of November last, upon the petition of John Gribble and James Marsh, whereby it was referred to me to approve proper persons to be appointed Trustees of and for the charity estates and property late vested in or under the administration of the Corporation of Barnstaple, or any of the members thereof in that character, which are affected by th..
